When riots broke out in Los Angeles and other cities following the acquittal of the four Los Angeles police officers accused of beating Rodney King, the United Methodist General Conference, in session at the time, suspended its deliberations for a day of thought and prayer. From that beginning emerged a plan for a nationwide network of "Shalom Efforts," local and ecumenical initiatives to build "Shalom" -- peace, economic prosperity, holistic health, and good relationships among people -- in every poor urban and rural place in the nation.

The nation's first "Shalom Zone" began in South Central Los Angeles. The next five were all in South Carolina, including the program in Eau Claire, a large section on the north side of Columbia, once a separate city, and once an affluent neighborhood that was devastated by white flight but never lost its diversity or its pride. Shalom Zones now exist in 47 states, although many of them are so new that the concept is still inventing itself.

Eau Claire Shalom, operating only since last June, may be typical: It's a loose organization of six congregations, multi-racial and ecumenical, without a formal organization, budget or staff. What it DOES have, however, is a dream and an immense capability for networking, setting goals and going after them.

With a mission of working in partnership with area churches to "arrest and reverse the further physical and emotional deterioration of the community," and a fourfold strategy aimed at improving community services, developing partnerships, building the community's image, and expanding economic growth, Eau Claire Shalom has already achieved an impressive roster of accomplishments. Among highlights:

  • It has participated in creating a "Parish Nurse Program," with a half-time nurse-practitioners working out of area churches to train community members in holistic health skills.

  • It created an Urban Scouting Program, using college student leaders and the local Girl Scout program, to provide scouting and recreation opportunities for local youngsters.

  • Its ecumenical Thanksgiving Service attracted more than 500 participants from many faiths. An inventory of area churches and pastors is complete.

  • Efforts are under way to mobilize volunteers and trained supervisors to undertake a housing rehabilitation effort, identifying homes in danger of loss through dilapidation, and organizing workers to repair them. This initiative could eventually lead to establishment of a subsidiary non-profit to purchase and rehab housing for use as low-income rental property.

  • A major public-relations campaign has seen community representatives meet with editorial boards of the local newspapers and television stations to encourage more positive portrayals of the Eau Claire community and city public schools.

  • Shalom representatives documented illegal "steering" by Realtors who were not-so-subtly directing white families and well-to-do home buyers from Eau Claire, and successfully negotiated an end to the practice and a commitment to equal opportunity housing.

  • In a major success story, Shalom representatives successfully negotiated with the city and nearby Columbia College to take over an abandoned, eyesore housing project and use federal funds to demolish it and build the college's new Women's Entrepreneurial Leadership Center on the property. This remarkable facility will house a small-business incubator and a light industrial and office park for incubator graduates.
